Procurement Officer (Re-announced)

Job Description

The Procurement Officer executes procurement and contracting activities in accordance to the Bank’s policies and regulation and in support of all procurement needs and requirements of the Bank.

Duties & Responsibilities

• Liaise with Head of GS and other departments/branches to determine procurement needs and appropriate delivery schedules.
• Obtain the required quotations/bids for goods/material to be purchased in accordance with the applicable policies and regulation of the Bank.
• Negotiate the prices and quality of the required items/materials with the vendors and contractors.
• Prepare quotation/bid evaluation forms for management review.
• Prepare purchase orders and other required forms required for the acquisition of goods/materials.
• Ensure that the purchased goods/materials meet the required and appropriate quality.
• Track movement and on-time delivery of goods from the Head Office or the supplier to the actual destination.
• Perform filing and database maintenance.
• Assist with proposals and procurement and supply plans of the GS department.
• Other job-related duties as assigned by the management.

Job Requirements

• University degree (BBA, Economics).
• 2+ years of experience in procurement field.
• Good negotiation and relationship management skills.
• Proper knowledge of purchasing principles, practices and procedures used in competitive procurement, including value/quality analysis, source selection and negotiating techniques.
• Ability to apply logical thinking and to exercise sound judgment to arrive at appropriate purchase decisions.
• Ability to work under pressure and meet deadlines.

Skills

• Excellent written and verbal communication skills in English and Afghan local languages as well as computer literacy.
• Professional, honest and disciplined.
