Head of General Services

Job Description

The Head of the General Services Department is responsible for overseeing and managing all administrative and operational support services within the bank. This includes procurement, facility management, fleet operations, construction and renovation projects, and vendor relations. The role ensures that all services are provided efficiently, cost-effectively, and in alignment with the bank's policies, standards, and strategic objectives.

Duties & Responsibilities

1.     Procurement and Supply Chain:

a.      Implement transparent, compliant, and effective procurement procedures and processes.

b.     Ensure quality and price competitiveness in the procurement of goods, services, and materials.

c.      Supervise the acquisition, distribution, and safe storage of supplies and materials.

2.     Facilities and Property Management:

a.      Oversee the maintenance of all bank buildings and ensure timely, professional upkeep.

b.     Monitor bank properties to ensure optimal condition and address any maintenance needs proactively.

c.      Maintain accurate records and inventory of all physical assets of the bank.

3.     Fleet and Equipment Management:

a.      Ensure that all bank vehicles are managed, maintained, and used solely for business purposes.

b.     Oversee the maintenance and repair of machinery, generators, HVAC systems, and other equipment.

4.     Project Management:

a.      Supervise construction and renovation projects across the bank’s facilities.

b.     Ensure that projects are completed within approved timelines and budgets.

5.     Policy and Process Improvement:

a.      Analyze existing internal processes and recommend improvements to enhance efficiency and cost-effectiveness.

b.     Implement approved policy and procedural changes related to procurement, asset management, and service delivery.

6.     Vendor and Contractor Management:

a.      Establish and maintain professional relationships with suppliers, contractors, and service providers.

b.     Coordinate the collection of quotations, evaluate proposals, and advise management on vendor selection.

7.     Operational Oversight and Reporting:

a.      Set clear goals, KPIs, and deadlines for the General Services team.

b.     Monitor departmental performance and prepare reports for senior management as required.

c.      Coordinate and supervise internal office shifting and relocation as needed.

8.     Additional Duties:

a.      Ensure compliance with all internal policies and regulatory guidelines.

Job Requirements

  • University degree in Management or Banking/Finance.
  • 3-5 years’ experience related to General Services or logistic fields.
  • High levels of energy and enthusiasm
  • Effective communication and negotiation skills.
  • Highly customer oriented with ability to be responsive.
  • Ability to work under pressure and meet deadlines.
  • Excellent written and verbal communication skills in English as well as Afghan local languages and computer literacy.
  • Flexible in working hours and working on off-days.
  • Professional, honest and disciplined.
